Google AdSense supports publishers in several different languages. They are as follow :

Google AdSense for search is available in Vietnamese, which is not supported for AdSense for content pages.
Publisher can select their website's primary language during the application process. Google AdSense will serve relevant ads to publisher’s pages in the appropriate language, even if they contains multiple supported languages.
Google AdSense does not allow putting AdSense code on pages with content primarily in an unsupported language.
